CRM for Canadian Agencies (2026): CAD Cost, GST/HST, Data Location and CASL

Disclosure: This page has one affiliate link, to GoHighLevel (/go/gohighlevel). If you sign up through it, we may earn a commission at no cost to you. Every other link goes directly to the source.

What GoHighLevel, HubSpot, Pipedrive and Systeme.io cost in Canadian dollars, how each handles sales tax, whose law applies, where your data sits, and what CASL still leaves to you. Not a best-of list.

This isn't a "best CRM" list. For picks and features, read our best CRMs for marketing agencies roundup. This page answers the questions that roundup doesn't: what four common agency CRMs cost in Canadian dollars, whether GST/HST gets added, who you're contracting with, where your data sits, and what CASL still leaves to you.

How we checked

  • Read on Oct 22, 2026: each tool's pricing page and terms, plus Systeme.io's privacy policy. Sources are numbered below.
  • Re-checked Oct 23, 2026: the CRTC's CASL FAQ [11].
  • Tested: only Systeme.io's free plan, on Oct 15, 2026 [10]. We haven't tested GoHighLevel, HubSpot or Pipedrive.
  • CAD conversions are our arithmetic, using the Bank of Canada rate for Oct 22, 2026: 1 USD = 1.4021 CAD [12]. Your card issuer uses its own rate and may add a foreign-transaction fee.

What each one means for a Canadian agency

GoHighLevel. Budget in USD, add usage and possibly GST/HST, and plan for A2P or Persona verification before texting from a Canadian number. We cover all of that in GoHighLevel for small Canadian agencies. Start GoHighLevel's 14-day trial (affiliate link). It needs a card and bills automatically unless you cancel [1].

HubSpot. The low Starter price is a new-customer promotion. The list price is US$20 per seat, and the terms allow fees to rise up to the then-current list price at renewal, with at least 30 days' notice [3][4]. Its terms name HubSpot Canada Inc. as the contracting company for Canada, but Canada isn't one of the hosting locations they list as examples [4]. Visit HubSpot.

Pipedrive. It's the only one that showed us Canadian-dollar prices, so there's no exchange-rate guesswork on the plan fee [5]. The contract is with a Canadian company, but disputes go to arbitration in New York under Delaware law [6]. Add-ons such as Campaigns (email marketing) are priced separately [5]. Visit Pipedrive.

Systeme.io. It costs the least to start, and its free plan needed no card in our test [10]. Your contacts' data is hosted in Ireland, which matters if a client asks for Canadian data residency [9]. The free plan has a lifetime sales cap of US$10,000, and the terms don't mention Canadian sales tax [8]. Visit Systeme.io. Read our Systeme.io free plan review.

CASL: what none of these tools does for you

CASL applies to commercial emails and to texts. Before you send, you need consent, sender identification and a working unsubscribe [11]. The CRTC also says:

  • the mailing address in your message must stay valid for at least 60 days after you send it [11]
  • your unsubscribe link must work for at least 60 days, and unsubscribe requests must be processed within 10 business days [11]
  • for texts, a reply such as "STOP" or "Unsubscribe" is an acceptable way to opt out [11]
  • the sender has to prove consent, so keep records of it [11]

A CRM can store consent and add an unsubscribe link, but setting it up correctly in every client account is your job. In our Systeme.io test, the unsubscribe link was on by default. Our test notes say the postal-address footer wouldn't save before domain authentication, but our screenshot doesn't show the Save button, so check that your footer appears in a test email before you send [10].

Before you pick one: Canada checklist

  • Convert the price at today's rate, and add your card's foreign-transaction fee
  • Ask whether GST/HST will be charged, and give the vendor your GST number if it asks for one
  • Check where client data will be stored if a client cares about Canadian residency
  • Read who you're contracting with and where disputes go
  • Set up consent records and a tested unsubscribe in every client account
